The Vigil

The Black Seal Decree sets seven conditions for any claim to the throne. They were made deliberately near-impossible, to prevent another claimant war.

Stated Permanently

The throne cannot be granted by vote, acclamation or agreement. It is reached only by proven descent satisfying the Black Seal.

To claim the title without satisfying it is to be a False Sovereign, among the highest treasons in the Empire.

The Lord Imperator, standing before the tomb, formally releases himself from the oath he swore to guard the throne.

The Evidence Chain

The Vault Stands Closed

Nothing authenticated stands upon the record. The Lord Imperator has ordered that all credible evidence be preserved.

The Broken Line

The line ended on the Night of Severance. The palace was sealed, the archives burned, the Crown Guard destroyed, and the succession never conclusively established. What survived was an administration, and it is still here.

What Binds the Lord Imperator

These are facts of the constitution as it stands. They are not a second charter, and they are not a petition.

  1. The Assembly elects the Imperial Minister and may remove the Lord Minister by no-confidence. Those returns stand.
  2. The courts alone convict. A decree does not find guilt.
  3. Houses rise and fall on their own logic: Standing from members, Prestige from the ledger, Tier by Elevation or Attainder.
  4. Elections return who they return. The throne is not on any ballot.
  5. The Proclamation of Rebirth and the Black Seal Decree are beyond him. He holds authority in trust; he does not rewrite the founding acts.
