These rules bind the players, not the Empire.
This Handbook is out of character. It does not confer citizenship, rank, office, or any Imperial privilege. In-world authority lives only in the Registry and the command layer.
In-character scheming is encouraged. Out-of-character campaigning to change the group's structure is a moderation matter, not a political question inside the Empire.
The throne cannot be granted by vote, acclamation or agreement. That statement stands on the Vigil and in the Lapidarium as well as here.

What Binds the Lord Imperator
These are facts of the constitution as it stands. They are not a second charter, and they are not a petition.
- The Assembly elects the Imperial Minister and may remove the Lord Minister by no-confidence. Those returns stand.
- The courts alone convict. A decree does not find guilt.
- Houses rise and fall on their own logic: Standing from members, Prestige from the ledger, Tier by Elevation or Attainder.
- Elections return who they return. The throne is not on any ballot.
- The Proclamation of Rebirth and the Black Seal Decree are beyond him. He holds authority in trust; he does not rewrite the founding acts.
